これは引っ掛け問題です。

コンマで分かれている二つの節を繋げる接続詞が必要です。
either ~ or は接続にはなりません。
both もそうなのでA.もB.も消えます。
despite は SV に使えないのでC.も消えます。
D.しか残りません。
この whether は関節疑問文の（～かどうか）とまた別の意味で、
これは接続詞で（AでもBでも、AであろうかBであろうか）という意味です。
この whether の後は上の例題と同じように SV もとれるし、形容詞も前置詞節も取れます。
