この have to は『しなければならない』という意味ではありません。
もし、『しなければならない』という意味だったら、他の副詞は have の前か文末に入ります。
例えば、

have と to の間に入る副詞は yet だけです。

Be yet to do の方が少しいフォーマルな言い方、人がやる動作ではなくて、状態、状況を表します。例えば、

（完全な報告書はまだ公開されていない。）
The project timeline is yet to be finalized.
（プロジェクトのスケジュールはまだ確定していない。）
比較して、
