単純に Following を前置詞の After と同じものとして覚えましょう。SV ではなくて、名詞だけに使ったとき、いつでも言い換えられます。

Preceding the presentation, the lights were dimmed in the conference hall.
プレゼンテーションに先立って、会議ホールの照明が暗くされた。
全部 Before に言い換えられます。
