まず one another をそのまま熟語として覚えましょう。
『お互いに』という意味です。
Each other に言い換えることができます。
他の例、
The employees in the office greet one another every morning.
オフィスの社員は毎朝お互いに挨拶をします。
The sales team members trust one another to complete their tasks on time.
営業チームのメンバーは、期限内に仕事を終わらせることをお互いに信頼しています。
One another = Each other

訳： 一部の社員は柔軟な勤務時間を好みますが、他の部署は固定されたスケジュールに従っています。
ここで冠詞の使い方を復習しましょう。
基本的に名詞の三種類があります、
名詞の単数形
と
名詞の複数形
と
数えられない名詞
例えば、
apple, apples, water
次に考量しないといけないのは、
その名詞が特定されているかどうか？
特定された名詞というのは？
聞き手がどの物の話なのか明らかに分かるときです。
特定されていると、どんな名詞でも the が付きます。
例えば、
I ate the apple.
I ate the apples.
I drank the water.
しかし、
特定されていない名詞の単数形だと、
a か an が付きます。
例えば、
I ate an apple.
特定されていない名詞の複数形か数えられない名詞だと、
なにも冠詞が付きません。
或いは、
some を使います。
例えば、
I ate (some) apples.
I drank (some) water.
そして、
another, other, the other
は他のという意味で、使い分けは冠詞と同じです。
特定されていると、どんな名詞でも the が付きます。
例えば、
I ate the other apple.
I ate the other apples.
I drank the other water.
しかし、
特定されていない名詞の単数形だと、
a か an が付きます。
an と other が合併すると、
another になります。
例えば、
I ate another apple.
another の an は冠詞の an と一緒です。
なので、
another を名詞の単数形にしか使えません。
特定されていない名詞の複数形か数えられない名詞だと、
なにも冠詞が付きません。
或いは、
some を使います。
例えば、
I ate (some) other apples.
I drank (some) other water.
another, other, the other の使い分けは冠詞と同じです。
もう一回例2．を見てみましょう、
Some employees prefer flexible hours, while ______ departments follow a fixed schedule.
A) each
B) other
C) another
D) one another
A.も C.も名詞の単数形にしか使えないので消えます。
D.は意味的に合いません。
例3．
The union delegate is going to visit all of the company's three factories: one in Nagoya, another in Hamamatsu, and ______ in Kanagawa.

正解は C) the other です。 残りの1つ
訳：労働組合の代表者は、会社の3つの工場すべてを訪問する予定です。1つは名古屋、もう1つは浜松、そして残りの1つは神奈川です。
まず D.は意味的に合いません。
そして、
最初から3つの工場があると指摘しました。
それから、1つは名古屋、と指摘しても、
二つが残っているので特定されていないので、
二つ目の工場に another がつきます。
残りの1つは一つしかないので特定されていて、
三つ目の工場に the other がつきます。
最後の選択に the がつきます。
他の例、
I have 2 brothers. One is a student and the other is a policeman.
I have 3 brothers. One is a student, another is a salesman, and the other is a policeman.
I have 4 brothers. One is a student, another is a salesman, another is a teacher, and the other is a policeman.
