これはネガティブなことにしか使えません。
The supervisor blamed the delay on a system malfunction.
上司はシステムの不具合のせいで遅れたとしました。
The airline blamed the flight cancellation on severe weather conditions.
航空会社は、フライトのキャンセルを悪天候のせいにしました。
受け身にすると、 A is blamed on B
The drop in sales is blamed on poor market research.
売上の減少は、不十分な市場調査のせいにされています。
The network outage is blamed on a software update error.
ネットワーク障害は、ソフトウェアの更新ミスのせいだとされています。
