訳：マネージャーは、来週の研修セッションに部署全体が参加するよう推奨しました。
次の動詞を見てみましょう。
recommend, advise, order, request, urge, suggest, insist, propose, demand,
prefer, require, ask
これらの動詞の共通点は、『～するべきだ、人が～するように』というニュアンスです。次の形容詞も見てみましょう。
important, necessary, imperative, mandatory, essential, crucial, vital
『～するべきだ、不可欠』というニュアンスです。
これらの言葉は全部それぞれ違う使い方がありますが、that の名詞節で、助動詞の should と一緒に使われます。たとえば、
The lawyer insisted that the contract should be reviewed carefully.
弁護士は、契約書を慎重に確認すべきだと主張しました。
The consultant advised that the company should invest in new technology.
コンサルタントは、会社が新しい技術に投資すべきだと助言しました。
The supervisor ordered that the reports should be submitted by Friday.
監督者は、報告書を金曜日までに提出するよう命じました。
It is essential that the company should reduce costs.
会社はコストを削減することが不可欠です。
It is vital that the IT system should be updated regularly.
ITシステムが定期的に更新されることが極めて重要です。
これらの言葉は should と一緒に使われることが多いですが、『～するべきだ』というニュアンスがもうすでにあるので should を省略することもできます。しかし、should を省略しても should が隠れているだけなので動詞は原形です。
注目ポイント１．『～するべきだ、人が～するように』というニュアンスが入っている動詞の後に that 節が来ると、should が隠れているだけなので動詞の原形が必要です。
先ほどの例文だと、
The lawyer insisted that the contract be reviewed carefully.
The consultant advised that the company invest in new technology.
The supervisor ordered that the reports be submitted by Friday.
It is essential that the company reduce costs.
It is vital that the IT system be updated regularly.
例1．の問題文に戻ると、the entire department は名詞の単数形ですが、動詞は単数になりません。should が隠れているだけなので動詞は原形です。
例2．
It is ______ that the company reduce costs to remain competitive.
A) traditional
B) normal
C) crucial
D) special
正解は C) crucial です。
訳：会社が競争力を維持するためにコストを削減することが極めて重要です。
この問題のカギは that 節のなかの reduce が単数形ではなくて原形になっていることです。原形になっている理由は should が隠れているからです。
注目ポイント２．should を省略できるのは『～するべきだ、人が～するように』というニュアンスが入っている言葉だけです。
例2．の選択肢の中で『～するべきだ、人が～するように』というニュアンスが入っているのは C) の crucial だけです。
