まず、last week と the last week の違いを見てみましょう。last week は先週という意味です。先週とは終わっている時間なので必ず過去形を取ります。例えば、
I worked very hard last week.
the last week は先週ではなくて、（ここ一週間、過去一週間、今までの一週間）という意味です。これは終わっていない時間なので必ず現在完了形を取ります。例えば、
I have been working very hard for the last week.
the last week にしても the past week にしても同じ意味です。上の問題文の the past decade も過去10年間という意味で、終わっていない時間なので現在完了形を取ります。

同じように next week は来週といういみです。the next week は今からの一週間という意味です。
『the + last/past/next + 期間』のパターンとよく一緒に使われる前置詞は over です。これは during と同じ意味です。
over + the + last/past/next + 期間 をセットとして覚えましょう。
