Some people believe that rules and laws are the best way to change people's behaviour. I think this idea comes from the need for guidance or suggestion as a baseline. If we do not have rules and laws, people may not develop common sense. However, education also works directly on individuals.

Basically, both rules and laws and education are important in shaping human behaviour. In my opinion, the biggest difference is that rules and laws are the foundation of human society, while education is more flexible. Education develops people's minds, thinking, and ideas, and even how they see the world.

In conclusion, people need rules and laws as a bottom line for how to behave in society. Because of this, rules and laws should be minimized. If there are too many rules, people cannot behave freely. When rules are limited, individuals need education to learn how to express themselves within society.
