集会発言「ガザからの声に心を傾けて」
4月13日に行った集会「ガザからの声に心を傾けて」での発言を紹介します。

過去６ヶ月のあいだ、パレスチナのガザ地区では壮絶な生の破壊が行われてきました。
約４万人もの人々の命が、イスラエル軍による爆弾や銃弾によって、失われました。
また、住居や病院、道路、水施設などの生活の基盤が徹底的に破壊されました。
モスクや大学といった文化的生活の中心も破壊されました。
200万人を超えるガザの人々は食糧の入手もままならいまま、飢饉の瀬戸際で明日なき人生を生きることを強いられています。
イスラエル政府とイスラエル国防軍による、このような組織的かつシステマティックな生命、生存、生活、人生に対する暴力、破壊行為をいったいなんと呼べばよいのでしょうか。
法的な定義はさておき、「ジェノサイド」という言葉以外に、わたしには適当な言葉が浮かびません。
わたしたちは、ジェノサイドの犠牲者が自らの身に起きつつあることを逐次ネットで中継し、全世界に発信しているという点、それもまた抵抗の一つのかたちだと思いますが、
歴史的にも特異な出来事を目の当たりにしていると言えるでしょう。

わたしたちは、ジェノサイドの犠牲者が自らの身に起きつつあることを逐次ネットで中継し、全世界に発信しているという点、それもまた抵抗の一つのかたちだと思いますが、
歴史的にも特異な出来事を目の当たりにしていると言えるでしょう。
毎日のように、SNSをつうじて陰惨な画像や映像がわたしたちの目に入ってきます。
後ろ手を縛られたまま、戦車に轢き潰された男性の遺体の画像。
爆風で吹き飛ばされ、壁にうちつけられたまま、柵から吊り下がった少女の遺体。
痩せ細り、ミイラのような姿になって亡くなっていった少年の遺体の画像。
ここにいる方々は、過去数ヶ月にわたって、思わず目を背けたくなるような画像や映像の数々に触れ、さまざまな感情を抱いてきたのではないかと思います。
恐怖や悲しみ、怒りを感じている人、あるいは焦燥感や無力感に苛まされている人もいるかもしれません。
しかし、おそらく日本で、世界中で、多くの人々が似たような感情を抱いているのではないでしょうか。
だらこそ街頭に出て、そうした想いを共有し、STOP GENOCIDE、CEASE FIRE NOWという声が重なり大きなうねりとなっているように思います。
イスラエルともっとも親密な友好国、アメリカやイギリスでも多くの人々がたちあがり、徐々に世論も変わりつつあります。その先頭に立っているのは、Jewish Voice For Peace、if Not Now, Namoodといったユダヤ系の人々を中心とした団体でもあります。
もちろん、10月7日におきたハマスによる攻撃で亡くなったイスラエル市民や、人質になっている人々の家族の気持ちも忘れてはなりません。
ただ、さらに忘れてはならないのは、私たちが現在目の当たりにしている生の破壊は、
ガザ地区だけではなく、ヨルダン川西岸地区を含むパレスチナ全域で、
長年にわたってつづけられてきたものだということです。
生存の基盤となる土地を奪われ、生活を支え、親族の歴史でもあるオリーブの木が切り倒され、家が取り壊されてきた。
分離壁、チェックポイントによって生活の場が寸断され、社会経済的発展が阻害されてきた。
そのことで、多くの人々が希望を抱きながら人生を生きることが難しい状況に追い込まれてきた。
このように考えてみると、現在、ガザ地区で起きているジェノサイドは、低強度でゆっくり行われてきたことの延長であり、それが凄まじい強度で加速度的に進行している点で異なっていると言えます。
だからこそ、STOP GENOCIDE、CEASEFIRE NOWとともに、FREE PALESTINEという声もあげなければなりません。
さて、私がここで強調したいのは、こうした声の宛先は、イスラエル政府やそれを支援するアメリカ政府だけでなく、日本政府や日本企業でもあるべきだということです。
日本政府は、この六か月の間、「ルールにもとづく国際秩序」という理念にもとづいて行動してきたでしょうか。
たしかに、先日、日本政府はおそまきながらUNRWAへの資金拠出再開の意思を表明しました。
また、停戦をめぐる安保理決議にも賛成しました。
しかし、国連人権委員会のイスラエルへの武器禁輸をめぐる決議は棄権してしまいました。
岸田首相が訪米を控えるなかでアメリカの顔色を伺ったのかもしれません。
いずれにせよ、これは原則なき日和見外交と言われても仕方ないでしょう。
さらにもう一つ重要なのは、防衛省がイスラエル製の攻撃型ドローンの導入を検討していることです。
パレスチナを占領をするイスラエル軍とイスラエルの軍需産業は表裏一体の関係にあるといます。
日本政府はイスラエル政府にヨルダン川西岸の入植地の拡大に懸念を表明する。
しかし、その裏ではこっそりとイスラエルから兵器を輸入しようとしている。
これはあきらかなダブルスタンダードなのではないでしょうか。
また、日本企業にも問題にも触れなければなりません。
川崎重工、日本エヤークラフトサプライ、住商エアロシステム、海外物産といった大きな企業が、エルビット・システムズやイスラエル・エアロスペース・インダストリーなどのドローン・メーカーと代理販売契約を結んでいます。
これらの企業は人権尊重にかんする企業の責任についてどのように考えているのでしょうか。
国際社会の一員として、私たちは日本政府やこれらの企業に国際規範に則った行動をとるように求めなければならないと思います。
利権やロビー活動でがんじからめになった英米の政府や企業と違って、日本政府や日本企業にはそれができるはずです。
そういった行動によってイスラエルやアメリカ政府に微力ながらも働きかけることはできるはずです。
しかし、おそらく日本で、世界中で、多くの人々が似たような感情を抱いているのではないでしょうか。

それは、SNS上でパレスチナと連帯して行動する人々に対する揶揄や嘲笑が見受けられることです。
オフラインの世界でも似たようなことを感じることもあります。
二週間ほどまえ、ある場所で、街頭でフライヤー配りなどをしていました。そのさい、通行人のなかに時々冷笑的な態度、シニシズムを感じることがありました。
わたしは仕事や生活上、イギリスや東南アジアといったりきたりしておりますが、日本に帰ってくると特有の息苦しさ、閉塞感を感じることがあります。
それは、なにかを変えようと行動する人々へのシニシズムの空気が社会を覆っているように感じられるからです。
しかし、次のように考えることができるかもしれません。
ガザの人々、パレスチナの人々、また、停戦を求め、ジェノサイドを止めようとする世界中の人々と連帯し、STOP GENOCIDE、FREE PALESTINEと声をあげることは、同時に、日本社会に蔓延する閉塞感やシニシズムを打ち破る機会でもあるかもしれない。
今日はそのような想いで、ここに集まっているみなさんと一緒に、わたしも声をあげていきたいと思います。

I work for an academic institution but, unlike other previous speakers, I am not a specialist on international politics, conflict resolution or the Middle East. However, I was given an opportunity to give a speech. So I would like to share what I have been feeling and thinking in the last few months not as an academic expert but as a citizen living in Japan.
Over the past six months, there has been horrific destruction of life in the Gaza Strip of Palestine. Approximately 40,000 lives were lost due to bombs and gunfire from the Israeli Defense Force. The foundations of life such as residences, hospitals, roads, and water facilities were thoroughly destroyed. Cultural centers like mosques and universities were also demolished. Over 2 million people in Gaza struggle to obtain food and are forced to live lives without a future on the brink of famine.
How should we call such organized and systematic violence against life, destruction of means of survival, livelihoods, and existence by the Israeli government and Israeli Defense Forces? Setting aside the technical issue of legal definition, I cannot think of a fitting term other than "genocide."
We are in a historically unique event in a sense that on the internet the victims of genocide broadcast violence and destruction as it happens to them. Every day, horrific images and videos flood our social media feeds: an image of a man’s body crushed by tanks with hands tied behind his back, an image of the body of a girl blown hanging from fences, with part of their head blown away by explosion, or an image of a boy whose body was emaciated due to starvation induced by the blockade and the interruption of humanitarian aid.
Those of you who are present here must have seen some images and videos over the last six months that made you want to look away. Seeing those images and videos, you may have felt sorrow and anger. You may have felt broken-hearted or frustrated at yourself, helplessly watching genocide as it has been unfolding in front of your eyes. You may have also asked where the Japanese public has gone and why others surrounding you seem to be indifferent and unresponsive when such heinous acts are committed in front of your eyes. I, for one, have felt the same.
However, around the world, people who might have felt the same at the point, are chanting on the street "STOP GENOCIDE" and "CEASE FIRE NOW". Even in Israel's closest ally countries like the United States and the United Kingdom, many people are rising up and the public opinion is shifting.
We must not forget the families of Israeli civilians who lost their lives in the Hamas’ attack on October 7th or those who are being held hostage. However, we must also not forget that destruction of life happening in Gaza not isolated incident. The violence against lives and their foundation has been ongoing for years throughout Palestine. Palestinians’ lands were seized, homes being demolished, and olive trees cut down. Numerous separation walls and checkpoints suffocate cultural and economic lives.
In this sense, the genocide happening right now in Gaza has not come out of blue. It is an extension of, or an escalation and acceleration of, what has been happening continuously at the lower intensity. Therefore, it is not enough to say, "STOP GENOCIDE" and "CEASEFIRE NOW." We also must raise our voice and say, "FREE PALESTINE".
Now, what I want to emphasize here is that these voices should be directed not only at the Israeli government and the U.S. government but also at the Japanese government and Japanese companies too.
Has the Japanese government acted based on the so-called principle of "rule-based international order" over the past six months? I am relieved to hear that the Japanese government recently resumed its funding to UNRWA. At the UN Security Council, it also supported resolutions demanding the immediate ceasefire.
However, the Japanese government recently abstained from voting for the resolution on an arms embargo on Israel by the UN Human Rights Council. Prime Minister Kishida may have been trying to gauge the mood in the United States ahead of his visit and speech at the congress.
Furthermore, the Ministry of Defense is considering the purchase of attack drones manufactured by Israeli companies, such as Elbit Systems and Israel Aerospace Industry. Now and then, the Japanese government concerns about the expansion of settlements in the West Bank to the Israeli government. However, behind the diplomatic scenes, it quietly seeks to import weapons from Israeli companies, which supplies arms to Israel and closely intertwined with IDF. This is to be complicit in the genocide and occupation of Palestine that is illegal under international law. Here is an obvious case of hypocrisy.
We must also address Japanese companies. Major corporations like Kawasaki Heavy Industries, Nippon Aircraft Supply, Sumisho Aero-systems Corporation, Kaigai Corporation have signed contracts with Elbit Systems and Israel Aerospace Industries, from which the Ministry of Defense intends to buy attack drones. How do these companies consider their “corporate responsibility” regarding human rights?
As members of the international community, we must urge the Japanese government and these Japanese companies to act in accordance with international laws and humanitarian norms. Unlike in some other countries' governments with vested interests and lobbying, the Japanese government and Japanese companies should be able to do that if they decide to do so. We urge them to do the right thing. Through such actions, we can, and we must, put pressure on the Israeli government to end the genocidal military campaign and illegal occupation.
Lastly, I want to touch upon something that has been bothering me recently. On SNS, we frequently encounter the mockery and ridicule directed at people who stand in solidarity with Palestine. About two weeks ago, while distributing flyers in a certain location, I occasionally felt a sense of cynicism and mockery from passersby.
While I travel between Southeast Asia and Japan, I often feel a unique sense of suffocation upon returning home. The Japanese society seems to be permeated by cynicism towards those who try to change something. Standing in solidarity with the people of Gaza and Palestine and with people around the world who demand a ceasefire and an end to genocide can be an opportunity to break through the atmosphere of apathy, indifference, and cynicism pervading our society.
Today, with these thoughts in mind, I will raise my voice with people who gathered here.
