Indian Tech Outsourcers Aim to Widen Contracts (WSJ.com)


Indian technology-outsourcing companies no longer just want to serve their clients' computing departments -- they want to be them.


For years, India's big tech firms positioned themselves as a cheap alternative to U.S. and European competitors for tasks such as software maintenance and database upgrades. They were content to take whatever work companies like Citigroup Inc. and BT Group PLC parceled out to offshore specialists.


But the days of 30% annual revenue growth from such work are over, a casualty of the global economic downturn and increasing competition in the tech services industry world-wide. Now, Indian companies such as Infosys Technologies Ltd. and Wipro Ltd. are racing to broaden the services they offer and compete for higher-level work that usually goes to larger rivals including International Business Machines Corp., Hewlett-Packard Co. and Accenture Ltd.

EU to Propose Carbon Tax on Energy Products (WSJ.com)


BRUSSELS -- The European Commission will propose raising a minimum tax on energy products such as gasoline based on their carbon-dioxide emissions, as part of a broader plan to reform energy taxation in the 27-nation bloc, a draft document obtained by Dow Jones Newswires showed Monday.


The commission, the European Union's executive arm, wants a minimum tax on energy products to be partly based on how much CO2 these products emit, rather than only on their energy content, the draft said.


Details could change during consultation but the draft calls for a minimum tax ranging between one European cent (1.46 U.S. cents) and three cents a kilogram of CO2 and should be applied starting in 2013.
