WASHINGTON -- The Obama administration is pushing for a formal censure of Iran and Syria at the United Nations over an arms-smuggling case that U.S. officials see as highlighting the risks that Iranian weapons shipments pose to regional stability.
... The U.S. actions at the U.N. come as President Barack Obama is more broadly seeking to improve relations with Damascus and Tehran. Syrian officials have suggested the Monchegorsk (an Iranian-chartered cargo ship that was detained in Cyprus) incident could undermine Syria's rapprochement with Washington.
U.S. diplomats in New York are discussing with the U.N.'s Iran sanctions committee what steps to take. Officials involved in the deliberations said Washington, Japan and the U.K. are hoping the committee will issue a communique to the wider U.N. General Assembly underscoring the need for Iran, Syria and other countries to abide by the arms embargo.

Reporting from Sacramento -- California's unemployment rate hit 11.2% with the loss of 62,100 jobs last month, reaching its highest level since the government began keeping systematic records in 1976, the state reported today. That was up from a revised, seasonally adjusted 10.6% in February.
... In all, California has lost 637,400 jobs in the last year and a total of 727,700 since the economy began slowing down in July 2007. Analysts expect unemployment rates to continue rising at least through the summer even if the state and national economies begin to turn around as a result of President Obama's stimulus program.
But Gov. Arnold Schwarzenegger hopes to boost services for the unemployed between now and when the stimulus program starts to gain traction. Earlier today, he signed an emergency proclamation aimed at cutting red tape that could slow state agencies from hiring more people, and expanding office space to help Employment Development workers speed up the processing of unemployment claims and the issuing of benefit checks.

Rising unemployment is prompting US authorities to consider taking a tougher stance in judging the results of bank stress tests, a development that ultimately could force leading financial groups to hold more capital.
The stress test process is intended to ensure that the big US banks have enough equity capital to comfortably survive a recession that is worse than officials presently expect – a so-called “adverse scenario”.
... The authorities believe it is too late to revisit the assumptions underpinning the stress tests. However, it is not too late for them to decide to interpret the implications for capital more stringently. The Treasury declined to comment.

SAN FRANCISCO-- Videogames sales took a surprising turn south during the month of March, as the slowing economy combined with fewer blockbuster releases.
According to a report from the NPD Group, sales of game software in the U.S. fell 17% during the month, compared to the same period the previous year. Wall Street analysts had largely been expecting sales to remain flat for the period.
... Part of the challenge for the industry was a difficult comparison with the previous year. Last March saw the release of three big titles, including Nintendo's Super Smash Bros: Brawl, which sold 2.7 million units during the month. Other big sellers last year were Tom Clancy's Rainbow Six: Vegas from Ubisoft and Army of Two from Electronic Arts Inc.

General Motors is pursuing at least two options for a speedy restructuring if it is forced to file for bankruptcy protection within the next six weeks, Fritz Henderson, the beleaguered carmaker’s chief executive, said on Friday.
In an update on GM’s race to meet a June 1 deadline for further financial aid from the US government, Mr Henderson said a restructuring outside bankruptcy remained the company’s preferred option.
If that cannot be achieved, however, GM is considering a “pre-packaged” Chapter 11 filing or an arrangement under section 363 of the US bankruptcy code that would separate GM’s viable assets from its bad ones. Ideally, the former would be quickly parcelled into a new company.
