WASHINGTON -- President Barack Obama enjoys widespread backing from a frightened American public for his ambitious, front-loaded agenda, a new poll indicates.
He is more popular than ever, Americans are hopeful about his leadership, and opposition Republicans are getting drubbed in public opinion, the new Wall Street Journal/NBC News poll suggests.
But there are also early warning signs showing risks if his plans don't show progress. The president's support, while still deep, looks increasingly partisan as Republicans move away from him. Americans have more confidence in the president himself than in some of his initiatives, such as the economic stimulus package, and have some hesitation about his plans to raise taxes to expand health coverage.

Obama Administration Launches Housing Plan (WSJ.com)
WASHINGTON -- The Obama administration Wednesday unveiled key guidelines for its housing market rescue plan that should enable loan servicers to immediately start modifying eligible mortgages.
Under the new guidelines, modified loans would have to complete a 90 day trial period before any government payments to servicers, borrowers and mortgage holders kick in.
Under the new guidelines, the government will pay lenders and borrowers generous incentives to participate in the program. Eligible borrowers must be screened for financial hardship and lenders will have to document current income, assets and expenses to verify that borrowers are struggling to meet their mortgage payments.

Falling gasoline prices, weaker sales of big-ticket discretionary items and price cuts aimed at boosting customer traffic in stores combined to send Costco Wholesale Corp.'s (COST) fiscal second-quarter net income down 27%.
But Chief Financial Officer Richard Galanti said Costco's moves to cut prices, in some cases even before it realized benefits from falling commodity prices, helped bring members into stores more often and improved the discount club retailer's inventory position.
The approach is also improving customer loyalty and contributing to " underlying" sales growth, or sales excluding the impact of foreign currency exchange and falling gasoline prices, Galanti said during a conference call.

Germany details 100 bln euro company rescue fund (Forbes.com)
BERLIN, March 4 (Reuters) - Germany's Economy Minister has laid out criteria under which struggling firms should receive state aid from a new fund worth around 100 billion euros ($126 billion), the government said on Wednesday.
The fund aims to help firms which are in essence healthy, but which have experienced a sharp downturn brought on by the global financial and economic crisis, the government said.
'The company must have long term prospects, a sustainable plan for it must be submitted, and any aid approved -- guarantees or loans -- must not lead to a serious distortion of competition,' government spokesman Thomas Steg said.

SYDNEY -- Australia's economy contracted sharply in the fourth quarter of 2008, putting it on course to join major economies in recession in early 2009 and renewing expectations of further interest rate cuts.
Australia's average measure of gross domestic product fell 0.5% in the fourth quarter of 2008 from the third quarter and rose 0.3% from the year-earlier period, the Bureau of Statistics said.
The Reserve Bank of Australia may need to call a quick end to the pause in interest rates it announced Tuesday, when it held steady its cash rate target at 3.25%.
