The House of Representatives is expected to pass the bill later Wednesday. At issue is the amount of support it will win from Republicans, who have balked at the bill's size and complained it doesn't focus enough on tax relief.

Fed Takes Breather, Offers Hints of Buying Treasurys (WSJ.com)
After months of frantic efforts to halt the economy's slide, Federal Reserve officials effectively took a breather Wednesday, saying they are continuing to evaluate new options but offering only subtle hints that they are much closer to moving forward on them.
With the fed funds rate near zero, officials are focused on new lending and asset purchase programs. One next step -- purchasing government bonds -- is possible, but conditioned on how the economy evolves and whether officials conclude it could help credit markets broadly.
The central bank also offered a bleak assessment of the economic backdrop and cited growing worries that inflation could fall below its comfort levels.

Gore Says U.S. Shouldn't Rely on Clean Coal to Reduce Carbon Dioxide (WSJ.com)
WASHINGTON -- Former Vice President Al Gore said that the U.S. shouldn't count on "clean coal" projects to reduce greenhouse-gas emissions, testifying at a Senate hearing that the technology isn't yet available on a large scale and might never be.
"We should not delude ourselves about the likelihood that that is going to occur in the near-term or even the mid- term," Mr. Gore said Wednesday before the U.S. Senate Foreign Relations Committee. He said that the U.S. should provide new jobs for workers displaced by the phase-out of coal, citing the senslesness of "just to keep on doing this incredible damage and harm in the name of their jobs."
His remarks touch a raw political nerve as the Democratic-led Congress prepares to try again to impose mandatory reductions in greenhouse-gas emissions. Coal provides about half of all U.S. electricity, generating big revenue for coal-producing states such as West Virginia and powering factories in the economically struggling Midwest. But coal is also linked by scientists to the emissions that cause global warming, with about 40% of all greenhouse-gas emissions estimated to come from power plants.

Boeing Swings to Loss, Hit by Strike (WSJ.com)
Boeing Co., still recovering from a two-month strike that shut down airplane production last year and bracing for additional turbulence this year, posted a fourth-quarter net loss of $56 million and said it plans to cut about 10,000 jobs.
The Chicago aerospace company slashed its earnings outlook for 2009, but said Wednesday it still believes it can maintain strong jetliner production rates through the year. Officials declined to make a forecast for 2010, saying it was too early to gauge how the uncertain economy might affect its commercial-airplanes and defense businesses.
