WASHINGTON -- Democratic leaders in the House rolled out details of an $825 billion economic-stimulus package Thursday to combat what they called "a crisis not seen since the Great Depression," but economists disagree on its potential effectiveness, and the plan faces hurdles before becoming law.
Details of the two-year package, which includes $550 billion in spending and $275 billion in tax relief, likely will change as it works its way through a series of committees as well as the full House and Senate. Nonetheless, the document provides the first blueprint of how President-elect Barack Obama and Democratic congressional leaders plan to fight the downturn, which has wiped out two million jobs and could put a further three million to five million people out of work, according to a statement summarizing the proposal.
Democrats said they emphasized government spending over tax relief because that was the best and fastest way to create jobs, which they see as the most urgent goal. Rep. David Obey (D., Wis.), chairman of the House Appropriations Committee, said the package is "the largest effort by any legislative body on the planet to try to take government action to prevent economic catastrophe."

WASHINGTON (AP) — President elect-Barack Obama's choice to head the Securities and Exchange Commission promised Thursday to revitalize the embattled agency's enforcement efforts and bring other changes to bolster investor protection.
With investors' confidence shaken in the financial crisis, Mary Schapiro said the SEC must be given the resources it needs to investigate and pursue "those who cut corners, cheat investors and break the law."
Schapiro also pledged at her Senate confirmation hearing to "re-engage" the SEC with investors, and to deepen the agency's commitment to investor protection, transparency and accountability. She is chief executive of the Financial Industry Regulatory Authority, the securities industry's primary self-policing organization, and also has extensive experience as a government regulator in Washington.

Intel Corp.'s fourth-quarter net income sank 90% as sales dropped 23% amid a rapid deceleration in computer demand and pricing pressure during the key holiday sales season.
The semiconductor giant, which twice issued warnings about the fourth quarter, said it would not provide a forecast for first-quarter revenue because of "economic uncertainty and limited visibility."
"The economy and the industry are in the process of resetting to a new baseline from which growth will resume," said Chief Executive Paul Otellini. "Our new technologies and new products will help us ignite market growth and thrive when the economy recovers."

The economic-stimulus proposal contains a potential bonanza for technology companies, as well as $650 million to salvage the government's troubled effort to ease the transition to digital-television broadcasts.
The package, which was unveiled by House Democratic leaders Thursday, includes $20 billion in proposed spending for health information technology. President-elect Barack Obama has said he wanted to include long-term investment in health IT as part of the stimulus package.
The $650 million for smoothing the transition to all-digital broadcasting would help pay for a coupon program administered by the Commerce Department to help consumers offset the cost of purchasing digital-TV converter boxes.
