Congressional Democrats to Benefit From Strong Turnout, Fund-Raising (WSJ.com)
WASHINGTON -- Democrats are looking to strengthen majorities on Capitol Hill, with a particular focus on achieving a 60-vote filibuster-proof margin of control in the Senate.
Tighter Democratic control would help the party push its top priorities, including an economic-stimulus package, help for labor-union organizers and an expansion of health-insurance coverage. But Congress must also grapple with a rising budget deficit that could crimp plans for new spending.
Democrats are benefiting this year from a strong fund-raising advantage and expected heavy voter turnout, especially among African-American voters and younger people. The party's fortunes have gotten a lift from the excitement generated by Barack Obama's historic run for the White House and from the strong discontent with President George W. Bush.
All 435 members of House are standing for election, as is one-third of the Senate. For Republicans, expectations are low. The party spent the final days of the campaign trying to save seats in states that were once solidly Republican and keep a conservative bulwark against a Democratic agenda.

Homeowners Wait as Relief Plan Drags (WSJ.com)
WASHINGTON -- Disagreements over how to structure a federal foreclosure-prevention program are complicating and potentially delaying what is likely to be the Bush administration's last attempt to forestall sliding home prices.
The White House and the Federal Deposit Insurance Corp. are at odds over basic questions about the effort's size and breadth, several government officials said. The expectation that a new president could immediately redraw the design and scope of any plan has further delayed matters.
The FDIC has been developing a proposal, which some estimate could help between two and three million homeowners, designed to encourage banks to rework ...

ADM's Profit Soars on Higher Selling Prices (WSJ.com)
Archer Daniels Midland Co. unveiled plans Tuesday to enter the Brazilian ethanol market, just as the economics of biofuel production in the U.S. are deteriorating.
ADM also leveraged its position as the world's largest grain processor by revenue to deliver sharply higher fiscal first-quarter earnings, blowing past analysts' expectations.
The U.S. company already has a global footprint in biofuels, producing corn-based ethanol in the U.S., soy-derived biodiesel in Europe and Latin America and fuel made from palm oil in Asia.

Factory Orders Fall as Businesses Cut Back (NYTimes.com)
WASHINGTON —Factory orders dropped for a second consecutive month in September as businesses cut back on purchases of steel, computers and other equipment amid the economic downturn, the government said Tuesday.
The Commerce Department says factory orders dropped 2.5 percent from August, much worse than the 0.7 percent drop analysts expected. That was on top of a revised 4.3 percent decline in August.
Excluding autos and aircraft, orders fell 3.7 percent, the steepest drop since 1992, when the department began tracking sector-specific changes.
Orders for nonmilitary capital goods excluding aircraft, considered a good indication of business investment plans, fell 1.5 percent. That follows a 2.3 percent drop in August and indicates companies are cutting back on investments, probably because of the economic downturn and difficulty getting credit.

Fund Firm Pays for Sins of Its Lesser Competitors (WSJ.com)
In a world hard up for cash, even hedge-fund winners can wind up losers. Such is the fate of major credit fund Blue Mountain Capital Management, whose investors have begun yanking investments despite the fund's performance this year, a modest 2.4% loss, compared with an average 20% loss across all funds.
Performance was largely beside the point for many Blue Mountain investors, who need access to cash. The perverse effect is that some investors have begun raiding their better-performing investments, giving the laggards a chance to recover.

UBS Posts Third-Quarter Profit (NYTimes.com)
The Swiss banking giant UBS on Tuesday reported a third-quarter net profit but warned that the outlook for the rest of the year was gloomy, The New York Times’s David Jolly reported.
The bank, which is struggling to restore its business and reputation after it was mauled by the collapse of the U.S. mortgage market, reported net profit of 296 million Swiss francs ($252 million), compared with a year-earlier loss of 858 million francs. Operating income fell 38 percent to 5.6 billion francs.
The bank said clients continued to desert its wealth management business in the July to September period, with net outflows of 49.3 billion francs in the third quarter. Clients of its global asset management business withdrew a net 34.4 billion francs. But it said there had been some improvement in the businesses since the government bailout was announced. Shares of UBS have fallen about 60 percent this year. On Tuesday, they fell 4.3 percent in early Zurich trading.
