The next step in the "action-for-action" deal now moves to verification. The U.S. has to verify the nuclear secrets North Korea handed over in a 19,000-page declaration.


Some experts say whatever Hill (administration point man Christopher Hill) has managed to achieve, the question now is: Will it be good enough, flexible enough for the next administration to use as a framework for its negotiations, rather than go back to the North Koreans to modify or renegotiate it?


And don't forget, other analysts say, the Bush administration is also looking out for its legacy. It's been touting North Korea as a foreign policy prize, and it may not want to let go of it too easily.

The financial crisis has turned the last three weeks into a crucial and possibly decisive period in the presidential contest -- a time when many Americans have taken a new look at each candidate and then moved toward Democrat Barack Obama.


Like a wave, the crisis has washed over other factors in a contest that had seemed to be a dead heat, moving enough voters to give the senator from Illinois a consistent lead in polls nationwide and in key battleground states, including Florida, Virginia and Ohio, where President Bush secured his reelection four years ago.


Republican officials in several states say they fear voters have judged McCain and Palin harshly in how they reacted to the financial downturn. Obama, meanwhile, now looks like an acceptable alternative to many voters who had been hesitant to pull the lever for him because of concerns about his untraditional background and relatively recent appearance in national affairs.

Earlier in the day, a draft statement issued at the start of the summit listed a multi-point plan designed to stabilize countries' roiling financial markets.


The sweeping plan called for euro-zone governments to issue guarantees and insurance, to buy stock in needy companies, to issue qualifying capital to financial institutions through preferred shares and other instruments and to act to stabilize long-term maturities.


The plan also called on the European Central Bank to create a facility to acquire commercial paper from financial institutions and other companies, to inject funds into cash-starved enterprises. The U.S. Federal Reserve last week set a similar plan into motion.


Euro-zone governments would also urge the ECB to keep a flexible stance in addressing the crisis. That could be interpreted as calling on the ECB to loosen monetary policy if needed.

Stocks were collapsing downtown; the airwaves groaned with grim economic news; Russian finances teetered on the back of slumping oil prices and a global credit crunch. But why dwell on dreariness? Strizhev and his wife strolled serenely over the polished floors of the Porsche showroom, signed a few papers and drove off in their brand new Cayenne.


"On the whole, we don't feel the strength of this crisis," he said, and climbed into the posh cavern of the car. "We're just not feeling the strain so far."


Petroleum exporter Roman Kononchuk stepped into the showroom and paced around, staring at the cars, umbrella in hand. He was considering buying a third Porsche. Winter snows were coming, and he wanted four-wheel drive. A collapse is coming, he predicted. The Russian boom is over, he said. But you won't notice it on the streets for months yet.
