WASHINGTON -- Democratic congressional leaders are seriously considering placing tough restrictions on the Bush administration's proposed market rescue, including a requirement that the $700 billion sought by the White House be doled out in portions rather than a lump sum.
Many details remain to be worked out. One option discussed among Democratic leaders would provide for a quick vote on perhaps a third of the funds sought by the administration, with later votes in Congress planned on the balance.
More likely is a plan that would authorize all of the $700 billion up front, but place benchmarks measuring the performance of the bailout that would have to be met for all of the funds to be drawn upon.

WASHINGTON — President Bush will address the country on Wednesday night in hopes of bolstering public, and hence political, support for the economic recovery plan, one on which the administration is now willing to make a major concession on executive pay.
“The president believes it is important for the American people to fully understand the depths of the crisis affecting our country, how that affects them,” Dana Perino, the president’s chief spokeswoman, said. Mr. Bush will speak from the White House at 9 p.m. for 12 to 14 minutes, Ms. Perino said.
Meanwhile, Treasury Secretary Henry M. Paulson Jr. had agreed to demands from lawmakers in both parties to limit the pay of executives whose companies benefit from the bailout. The enormous pay packages of some Wall Street executives, coupled with the realization among nonwealthy Americans that the crisis could affect their financial foundations, have created an incendiary issue on Capitol Hill.

WASHINGTON -- Sales of existing homes fell in August, but the number of unsold homes on the market also dropped sharply from the previous month's record high.
The National Association of Realtors said today that sales fell 2.2 percent to a seasonally adjusted annual rate of 4.91 million units, from an upwardly revised pace of 5.02 million in July. Sales had been expected to fall by 1.6 percent, according to economists surveyed by Thomson/IFR.
There were 4.3 million unsold homes on the market, a 7 percent drop from the record set in July. It was the steepest drop in inventory since December 2006. At the current sales pace, it would take 10.4 months to sell all the properties.
Until the inventory level is reduced to more normal levels, analysts say, the housing slump is likely to persist. Inventories are being driven higher by a massive wave of mortgage foreclosures.

Skeptics point out that the $700 billion bailout plan, in its present form, doesn't immediately address some of the builders' biggest problems: the difficulty for first-time buyers to come up with a down payment and the downward pressure foreclosure sales are putting on house and land values.
"It doesn't really do anything for demand, which is so badly needed to try to absorb all of this housing inventory." says Ivy Zelman, chief executive of Zelman & Associates, who downgraded three builders -- Pulte Homes Inc., Hovnanian Enterprises Inc. and Standard Pacific Corp. -- to "sell" on Monday.
But Paul Puryear, a home-building analyst at Raymond James & Associates, on Monday upgraded his ratings on five builders -- Lennar Corp., Centex Corp., Pulte, Toll Brothers Inc. and Ryland Group Inc. -- saying the bailout is likely to put a floor on home prices by injecting liquidity into the mortgage market and restoring consumer confidence.

McCain to 'Suspend' Campaign Amid Crisis, Return to D.C. (WSJ.com)
NEW YORK -- Sen. John McCain said he will "suspend" his presidential campaign on Thursday and will return to Washington to focus on the unfolding economic crisis. In the meantime, he called for a delay in the presidential debate scheduled for Friday night in Mississippi.
Democratic rival Barack Obama, later in the day, said the debate should go on as planned. Sen. Obama said, "It's my belief that this is exactly the time when the American people need to hear from the person who, in approximately 40 days, will be responsible for dealing with this mess."
Sen. McCain called on his Sen. Obama to join him back in the capital.
