Troubled AIG May Work Out Funding Plan by Day's End (CNBC.com)

American International Group may work out some kind of deal with the Federal Reserve to shore up its finances by the end of the day, CNBC has learned.

Under pressure from New York Governor David Paterson and AIG policyholders, the Federal Reserve is considering reversing its decision on Monday and providing some kind of financial aid to the troubled insurer.

The Fed has met with the company's advisors throughout the day, and has come to a better understanding of what is needed to help the company through its current crisis, people familiar with the negotiations said. These people said there is hope that a Fed-funded plan could be reached by the day's end.

Morgan Stanley Net Falls 7%, But Tops Street Forecasts (WSJ.com)

Morgan Stanley reported a 7% drop in fiscal third-quarter net income, but easily topped Wall Street expectations, calming nerves after a tumultuous day that began with Goldman Sachs Group Inc., the only other remaining independent brokerage firm, reporting results that came in just above expectations.

"Despite unprecedented market conditions, Morgan Stanley's core client franchise achieved solid revenue growth, profitability and ROE this quarter. Our people delivered particularly strong performance across our prime brokerage, commodities, foreign exchange and equities businesses, and we saw continued growth in our international business," Morgan Stanley Chairman and Chief Executive John J. Mack said. "We have ...

U.K.'s Barclays to Acquire Lehman's Investment Bank, Capital-Markets Businesses (WSJ.com)

Barclays PLC has reached an agreement to buy the U.S. investment bank and capital-markets businesses of Lehman Brothers Holdings Inc. and as many as 9,000 Lehman employees will find jobs with the U.K. bank, according to people familiar with the situation.

The Wall Street Journal earlier reported that Barclays would pay nearly $2 billion for a large chunk of Lehman.

The deal is expected to be structured as an asset purchase, with Barclays buying only the parts of Lehman it wants: Lehman's trading positions and any contracts that come with the business, which is likely to include pending mergers and acquisitions, as well as stock- and debt-underwriting assignments.

Fed Leaves Rates Unchanged (WSJ.com)

The Federal Reserve, faced with a series of shocks to the U.S. financial system, left interest rates unchanged Tuesday but said it's watching developments "carefully" -- signaling a willingness to take action if necessary.

The U.S. central bank, in a statement after its meeting, said "strains in financial markets have increased significantly and labor markets have weakened further."

The decision gives the Fed more time to weigh the effects of the latest round of financial turmoil on the overall economy. Officials had hoped the broader fallout from the weekend would be limited, but they are closing watching markets -- and other troubled firms -- to gauge whether credit would tighten as a result.

Scope of Regulatory Revamp Is Likely to Widen (WSJ.com)

The dizzying events of the weekend make it increasingly likely that regulatory oversight lines will be redrawn by the next administration and Congress.

A big regulatory overhaul already was under discussion in Washington. Now that likely will go beyond the question of agency regulation of investment banks. The result could also end in oversight of derivatives and tighter provisions to prevent firms taking on too much debt.

Since the sale of Bear Stearns Cos., the Securities and Exchange Commission has shared oversight of big, independent brokerage firms with the Federal Reserve. Over the summer, it solidified that arrangement in a ...
