WASHINGTON -- The violence between Russia and Georgia quickly thrust foreign policy into the U.S. presidential election, with John McCain standing to benefit and Barack Obama facing a more perilous situation.


The candidates' responses to the crisis were initially very different in tone. Sen. McCain forcefully blamed Russia, a country he has taken a hard stand on in the past. He has called for ejecting Russia from the Group of Eight leading nations and has mocked President George W. Bush's statement that he saw goodness in former Russian President Vladimir Putin. Sen. McCain said that when he looked into Mr. Putin's eyes, he "saw three letters: K-G-B."


Sen. Obama's initial response was more measured, not blaming either side. "Now is the time for Georgia and Russia to show restraint, and to avoid an escalation to full-scale war," he said.

Cuomo Seeking Talks With More Big Banks On Auction-Rate Securities (WSJ.com)


New York Attorney General Andrew Cuomo's office has sent letters to Morgan Stanley, J.P. Morgan Chase & Co., and Wachovia Corp. demanding they come to the negotiating table as his office's investigation into Wall Street's sales and marketing of auction rate securities focuses on "the next group of market participants."


The action comes a few days after UBS AG, Citigroup Inc. and Merrill Lynch & Co. agreed to buy back more than $36 billion of the illiquid securities collectively from various customers as pressure from regulators mounted.

Auto-Supplier Executive to Call For Cooperation on Energy Policy (WSJ.com)


The chief executive who made headlines at an annual industry conference six years ago for lambasting the poor relationship between auto makers and its suppliers will issue another call for great cooperation over energy policy.


Scheduled to speak on Monday at the Center for Automotive Research's Management Briefing Seminar in Traverse City, Mich., Mr. Leuliette (Tim Leuliette, who became president and chief executive officer of Dura Automotive Systems Inc. last month) will criticize U.S. auto makers for failing to prepare for the sharp rise in oil and the decline in demand for large sport-utility vehicles and trucks.


He said auto makers have begun to realize they had been passing on too many commodity cost increases to suppliers, often helping to force them into bankruptcy, a move that benefited neither side. But more work needs to be done, according to Mr. Leuliette.

Waste Management Inc. raised its unsolicited cash offer for rival Republic Services Inc. by nearly 10% to $6.73 billion, the latest salvo in an increasingly heated turf war among the nation's biggest trash haulers.


Waste Management, of Houston, the largest American waste company by revenue, delivered a letter to Republic Services, of Fort Lauderdale, Fla., the No. 3 player, offering to pay $37 a share, up from its original $34 a share bid, the people said. The offer represents a 33% premium to Republic's share price prior to Waste's first bid.

Insurers Expect Health-Care Costs To Rise More Than 10% Next Year (WSJ.com)


Health-care costs are expected to rise more than 10% into next year, according to a survey of insurers by Aon Consulting Worldwide.


But that increase is the smallest Aon has seen in six years. Experts say it shows that efforts to tame costs, such as employee wellness or disease management programs, may be paying off.


"There's a variety of tactics that employers have been employing over the last 3 to 6 years that has had an impact on the market," said study director Bill Sharon, an Aon Consulting senior vice president.
