WASHINGTON -- Consumer spending inched up in June, somewhat boosted by the tax rebates provided by the economic stimulus package U.S. policymakers created earlier this year.
Still, economists say the personal income data the Commerce Department released Monday are pretty negative, suggesting that the rebates, alone, aren't capable of resuscitating the ailing economy.
"The rebates are not translating into anywhere near the spending impulse that Congress and the administration had hoped for," Global Insight U.S. economist Brian Bethune said in a research note. "Under these circumstances, the economy remains in very fragile condition indeed."

WASHINGTON -- U.S. President George W. Bush leaves for a visit to Asia on Monday that will help mark China's emergence on the world stage but will also seek to reassure longtime allies in the region that the U.S. still stands with them. Countries like Japan, South Korea and Thailand fear that the live-and-let-live U.S. attitude toward Asia is encouraging China to assert its military might in addition to its economic power. They point, for example, to China's increasingly far-ranging navy, which is pushing farther into the Pacific.

Retailer Steve & Barry's, which recently filed for bankruptcy-court protection, has agreed to be acquired by turnaround specialist Bay Harbour Management for $163 million if a deal on renegotiated leases can be reached.
Staying in business would be a godsend to mall owners across the country, who ponied up hundreds of millions of dollars to attract Steve and Barry's into huge, empty spaces, often as large as 100,000 square feet.
A souring economy has made this a brutal period for retailers, who are pinched by slackening consumer spending and higher transportation costs. For Steve & Barry's, which ran its operations on the thinnest of margins, these factors made it all the more difficult to survive.

Tropical Storm Builds, Gulf Braces for a Hit (WSJ.com)
NEW ORLEANS -- Emergency teams were activated as residents along the Gulf of Mexico prepared to get hit with tropical weather for the second time in less than a month.
Tropical Storm Edouard gained wind speed as it moved west Monday and was expected to strengthen to a near-hurricane before making landfall somewhere in Texas or southwest Louisiana.
Many of the Gulf's offshore oil and natural-gas drilling platforms sit in the storm's path. Shell Oil Co. hadn't made any operational changes Sunday afternoon, but company officials were watching the storm closely, spokesman Shawn Wiggins said.

In a letter sent to TNK-BP Chief Executive Robert Dudley on Monday, CFO James Owen said that, as the current shareholder issues remain unresolved, he finds it difficult to continue working independently.
