Home-Price Declines Accelerate (WSJ.com)


The S&P/Case-Shiller home-price index, a closely watched gauge of U.S. home prices, show price declines continued to worsen in May, with every region measured showing year-over-year drops for the second straight month.


Separately, consumers' take on the economy stagnated in July, although there was some sign moods may be improving over the economy's longer run prospects, a report Tuesday said.


According to the S&P/Case-Shiller indices, home prices in 10 major metropolitan areas fell by a record 17% from a year earlier and 1% from April. In 20 major metropolitan areas, home prices dropped 16% from a year earlier -- another record drop -- and 0.9% from April.

Ford Motor Co. has informed dealers that it is raising the price on leases of its most profitable trucks and sport-utility vehicles due to the "extreme losses" its lending arm is taking on these vehicles.


Meanwhile, GMAC LLC, which is minority-owned by General Motors Corp., has decided to stop extending lease deals to consumers with the lowest credit ratings. The decision affects car buyers who fall in the lowest two of six credit-rating categories, said George Fowler, general manager of Superior Buick Pontiac GMC in Dearborn, Mich.


The move by Ford is expected to make several 2008 model year trucks and SUVs "lease proof," according to the company. In other words, prices will be so high on these leases that consumers won't be willing to agree to terms, according to a dealer briefed on the matter.

WASHINGTON -- Continuing a series of high-level sessions on the economy, presumptive Democratic presidential nominee Barack Obama met with Tuesday with Treasury Secretary Henry Paulson.


"The two men agreed that Washington must restore confidence in Fannie Mae and Freddie Mac in a way that protects the taxpayer and our financial system, and that we must reform and modernize our regulatory structure to avoid these problems in the future and protect average Americans," said Obama spokesman Michael Ortiz. "They also agreed to stay in contact as important economic events unfold in the months ahead."


Mr. Ortiz said Sen. Obama believes the housing bill passed Saturday by the Senate should be used to protect homeowners, not bail out investors. Tuesday's sitdown with Mr. Paulson was part of a full-court press on the economy, which has emerged as the dominant issue of the presidential campaign.

WASHINGTON -- Democratic senators on Tuesday asked the Justice Department to investigate whether the nation's top environmental regulator made false statements to Congress when he testified that his 2007 decision to block California rules governing automobile greenhouse-gas emissions was made independently.


Senate Environment and Public Works Committee Chairman Barbara Boxer (D., Calif.) and two other lawmakers also called on EPA Administrator Stephen Johnson to resign. The calls bring to a head a building battle over whether the White House interfered in environmental policy making, including in the California rules.


The letter deals with Mr. Johnson's December 2007 decision to block California from receiving a waiver that would have allowed it to proceed with motor-vehicle greenhouse-gas emissions rules. Under current law, California may make its own such auto-emissions rules as long as it receives a waiver from the EPA. Other states may then adopt California's standards, or choose the federal standards.
