WASHINGTON -- A speculation bill that would strengthen the U.S. commodity regulator's oversight of energy future markets passed a procedural hurdle in the Senate Tuesday, but it is likely to face strong Republican opposition if it doesn't include provisions to expand domestic drilling.


Republicans indicated they would block passage of Senate Majority Leader Harry Reid's (D., Nev.) legislation that seeks to rein in speculation in the petroleum and natural gas futures markets if it doesn't include provisions for more domestic oil and gas production.

McALLEN, Texas -- Texas mobilized National Guard troops and residents along the Gulf Coast near the Mexican border were buying plywood, flashlights and gasoline as Tropical Storm Dolly gained strength Tuesday over the Gulf on its way to becoming a hurricane before it hits land.


Hurricane warnings were in effect for parts of the Texas and Mexico coasts, meaning hurricane conditions were expected in those areas by the end of Tuesday.


The National Hurricane Center says Dolly has moved to about 195 miles southeast of Brownsville as it edges toward the Mexico-Texas border on the Gulf Coast. At 2 p.m. ...

Ford Motor Co. plans to transform three North American truck plants to build small cars developed originally for European markets, according to people briefed about the company's intentions.


The move, expected to be announced as part of Ford's second-quarter earnings report Thursday, is an attempt to increase production of passenger cars in North America in response to this year's rise in gasoline prices.


Once its plants have been retooled, the U.S. auto maker would be able to use a common base to build its next generation of passenger cars, many of which originated in Europe. The global platform is now used to produce the European Focus subcompact, the Ford Kuga crossover and the Ford C-Max small wagon.

NEW YORK -- Wachovia Corp. sank to a record loss in the second quarter, dragged down by its 2006 purchase of Golden West Financial Corp. and troubles elsewhere at the firm.


The Charlotte bank on Tuesday posted a second-quarter net loss of $8.9 billion, or $4.20 a share, and slashed its quarterly dividend to 5 cents. The bank, led by new Chief Executive Robert Steel, former undersecretary of the U.S. Treasury, also revealed that its mammoth portfolio of risky mortgages have tagged the bank with soaring losses.


Wachovia's stunning quarterly loss was dominated by an unspecified $6.1 billion charge to write off the estimated value of some of Wachovia's struggling businesses. Yet, it's the bank's spiking losses from now-infamous "Pick-A-Pay" mortgages that have left investors wondering whether Wachovia will one day be forced to sell itself.

At least two Federal Reserve officials appear to have entered their policy meeting last month looking for a rate increase, indicating wider discomfort with the central bank's current stance of holding its benchmark interest rate steady at 2%.


The Fed disclosed Tuesday that the boards of two regional Fed banks -- Dallas and Kansas City -- voted ahead of the June 24-25 meeting to raise the discount rate, for direct loans to commercial banks, by a quarter percentage point. The discount rate usually moves in lockstep with the benchmark federal-funds rate, at which banks lend to each other overnight.

U.S. airline stocks rallied Tuesday on falling crude-oil futures and further signs that carriers are dealing with the fuel-induced financial downturn by reducing seats, raising capital and benefiting from a stream of new passenger fees.


Leading the pack was United Airlines parent UAL Corp., the No. 2 U.S. carrier by traffic. While the company reported a second-quarter loss of $2.7 billion, its shares surged 64% in late afternoon Nasdaq Stock Market trading on the news that it bolstered its cash balance by more than $1 billion through a deal with its credit-card issuer J.P. Morgan Chase & Co.


US Airways Group Inc., which reported a quarterly loss of $567 million, said it will further trim its capacity late this year and is working to raise additional liquidity. Its shares soared 61% in late afternoon New York Stock Exchange trading. JetBlue Airways Corp., which had a modest quarterly loss, said it arranged a $110 million line of credit and will halt its growth in the fall and defer new aircraft deliveries. Its stock climbed 21% on Nasdaq.

GENEVA -- The U.S. offered on Tuesday to cap trade-distorting farm subsidies at $15 billion, in hopes of jump-starting talks at the World Trade Organization in Geneva aimed at securing a new global trade deal.


The proposal followed a similar move by the European Union a day earlier, but failed to impress a Brazil-led coalition of emerging economies that has become the kingmaker in the talks, now expected to last into next week.

United Parcel Service Inc. posted a 21% decline in second-quarter net income and again cut its full-year earnings projections.


"Even though economists do not predict a recovery until 2009, we anticipate that the second half of 2008 will generate modestly better results than the first half, assuming business conditions do not worsen," said Chief Financial Officer Kurt Kuehn.


"We've established short-, medium- and long-term initiatives to identify actions and fundamental changes we can take to address the impact of our current economic realties," Mr. Kuehn said during a conference call with analysts.
