Fed to curb shady home-lending practices (LATimes.com)
WASHINGTON -- The Federal Reserve will issue new rules next week aimed at protecting future homebuyers from dubious lending practices, its most sweeping response to a housing crisis that has propelled foreclosures to record highs.
Fed Chairman Ben Bernanke spoke of the much-awaited rules in a broader speech today about the challenges confronting policymakers in trying to stabilize a shaky U.S. financial system. To that end, Bernanke said the Fed may give squeezed Wall Street firms more time to tap the central bank's emergency loan program.
To prevent a repeat of the current mortgage mess, Bernanke said the Fed will adopt rules cracking down on a range of shady lending practices that has burned many of the nation's riskiest "subprime" borrowers -- those with spotty credit or low incomes -- who were hardest hit by the housing and credit debacles.

SEC Report Details Problems At Top Three Rating Firms (WSJ.com)
WASHINGTON -- U.S. securities regulators found numerous problems at the nation's largest credit rating firms, including a struggle to keep pace with an explosion of securities tied to risky "subprime" home mortgages, according to a report released Tuesday.
Rating-firm analysts sometimes raised issues that didn't get resolved, and rating firms sometimes failed to disclose or document their processes in rating increasingly complex asset-backed securities, the Securities and Exchange Commission report found.

Obama Proposes Changes In Bankruptcy Laws (WSJ.com)
POWDER SPRINGS, Ga. -- Continuing on the economic theme this week, Barack Obama filled out his policy stance on personal bankruptcies, saying he would make it easier for homeowners devastated by illness or other such hardships to keep their houses during periods of insolvency.
The expected Democratic nominee said people wiped out by massive medical payments, military disaster victims, members on extended leave and elderly homeowners would all benefit from the policy, which would waive onerous bureaucratic steps required to file for personal bankruptcy and establish a financial floor to allow such people to retain their home equity.

GM Sales Chief Says No Plans to Ax More Brands (WSJ.com)
DETROIT -- General Motors Corp.'s sales chief Mark LaNeve, responding to growing dealer concern, said the auto maker has no plans to ax any more brands from its portfolio.
"We engage you, our dealers, in this process of improving our business...that is the extent of the "examination" that is going on at this time for Saturn or any other GM brand," Mr. LaNeve said in the letter obtained by Dow Jones Newswires. "There is no breaking news here."
In particular, Mr. LaNeve defends the Saturn lineup, mentioned in the Journal article (a Wall Street Journal report Monday) as "under examination" along with the GM's Buick, Pontiac, GMC and Saab brands.

ARLINGTON, Va. – The top regulator for Fannie Mae and Freddie Mac said Tuesday that future accounting rules would likely not lead regulators to demand that the huge mortgage-finance giants hold more capital, addressing fears that punished the stock prices of both firms on Monday.

Tesla Hires Chrysler Executive To Beef Up Its Profile (WSJ.com)
Tesla Motors said Tuesday it has hired former Chrysler executive Mike Donoughe as its executive vice president of vehicle engineering and manufacturing.
The move is designed to help the California-based electric-car maker take the next step in becoming a serious contender in the auto industry.
Darryl Siry, a marketing executive with the company, said Tesla will rely on Mr. Donoughe's expertise as it readies a $60,000 electric sedan -- dubbed Model S -- for a late 2010 debut. Tesla started building $109,000 electric roadsters earlier this year, and hopes to significantly ramp up production of those models in coming months to meet relatively brisk demand.
