In a move that could facilitate the flow of capital to cash-strapped banks, the Federal Reserve is considering steps to make it easier for private-equity firms and others to invest in banks, according to regulators and other people familiar with the matter.

Court Strikes Down D.C. Gun Ban, Affirms Second Amendment Rights (WSJ.com)
The U.S. Supreme Court Thursday, in a 5-4 ruling, for the first time in U.S. history declared the Second Amendment to the U.S. Constitution contains a specific right to individual gun ownership and rejected Washington, D.C., handgun restrictions, which were the strictest in the nation.
"There seems to us no doubt on the basis of both text and history that the Second Amendment conferred an individual right to keep and bear arms," Justice Antonin Scalia wrote in the 64-page majority ruling. "This meaning is strongly confirmed by the historical background of the Second Amendment."
The ruling significantly restricts the ability of D.C. to tightly control gun ownership and flatly rejects its existing gun laws, enacted in 1976 as the strictest gun control law in the country.

General Motors' Shares Trade At Lowest Level in Decades (WSJ.com)
Shares of General Motors Corp. tumbled to multidecade lows following an investment downgrade by Goldman Sachs analysts, who said GM may have to raise capital to shore up its balance sheet.
The stock was recently down 11% at $11.41 and got as low as $11.21. In December 1974, shares traded for as little as $11.28.
In a research note, Goldman said auto market conditions should keep deteriorating, "which exacerbates liquidity concerns. We think GM's automotive cash flow burn this year and next is likely to lead it to look to raise capital, which we believe could lead to significant shareholder dilution and/or a cut to the company's dividend."

The battleground surveys are a sign of just how favorable the terrain is for Sen. Obama, the presumed Democratic nominee, at the outset of the summer general election campaign. He is leading Sen. McCain, his apparent Republican rival, by double digits in Wisconsin and Minnesota and by smaller, but still comfortable margins in Colorado and Michigan.
Women, younger voters and minorities, who typically trend Democratic, favor Sen. Obama in all four states. But the Illinois senator's support also seems solid among independents and among some groups that Republicans have been able to count on the in past.
