Some countries criticize Russia, saying that referendum in militarily occupied areas and the following annexation are violation of international law. However, to save lives of people is "the" ultimate goal of law. Therefore, under the given circumstances, Russian annexation of Luhansk, Donetsk, Zaporizhia and Kherson is justified.
However, the US and NATO don't stop supplying weapons to Ukraine, and the puppet government of Kiev keep attacking Russian troops.
Despite Russia's repeated proposals to restart a peace negotiation, Ukraine reject them and expressed that Ukraine would fight to regain Luhansk, Donetsk, Zaporizhia, Kherson and Crimea.
Meanwhile, Russia announced partial mobilization to add three hundred thousand soldiers in order to supplement its military forces. However, instead of resisting and defending vehemently, Russia started withdrawing its troops from some of the frontlines. Russia is allowing Ukraine to regain some villages and cities. Why?
At the same time, Russia declared that Luhansk, Donetsk, Zaporizhia, Kherson are Russian territories and that Russia would defend its new territories "with all available forces and means". What does that mean?

In order to understand Russia's motivation and purpose, we need to examine international law.
Under international law, if a country uses nuclear weapons though it has alternatives, it is a violation of international law. But, if there is no choice but nuclear weapons to defend a country, use of nuclear weapons would be justified.
For example, ILPI and Geneva Academy (2014). Nuclear Weapons Under International Law: Overveiw, pp.2 reads, "This body of law, which regulates the interstate use of force, would allow weapons, potentially including nuclear weapons, to be used in self-defense against an armed attack. To do so, the law would judge the necessity for the use of force and whether the force that was used was proportionate to the aim of repelling the attack." [1]
Russia's declaration that Luhansk, Donetsk, Zaporizhia, Kherson are Russian territories and that Russia would defend its new territories "with all available forces and means" means Russia will use tactical nuclear weapons to defend the new territories.

By allowing Ukraine to advance, Russia is creating a situation under which the use of tactical nuclear weapons is the only choice.
Ramzan Kadyrov, the head of Russia's Chechen Republic, on Saturday called on Russian President Vladimir Putin to use nuclear weapons in Ukraine after Russia faced defeat in the city of Lyman. [2]

Also, if mobilization is unpopular in Russia, that would be a good excuse for Russia to use tactical nuclear weapons against Ukraine because it would minimize Russian casualties. Actually, the US has been using the same excuse to justify its Hiroshima and Nagasaki nuclear bombing.
Russia may attack Ukraine troops with tactical nuclear weapons. Or, Russia may hit an island in the Black Sea with a tactical nuclear weapon as a warning. Or, Russia may attack a city of Ukraine with tactical nuclear weapons because, after annexing the Russian-speaking regions, the rest of Ukraine is absolute enemy of Russia.
Alternatively, Russia may launch so-called High Altitude Nuclear Electromagnetic Pulse Attack against Ukraine, detonating nuclear weapons at high altitude. It will destroy electric power grids, communication networks and electronic devices such as PCs and cellular phones without injuring human bodies. However, without electric power grids and electronic devices, Ukraine food distribution would be cut off, and hundreds of thousands of Ukraine people would be starved to death.


Despite the imminent Russian nuclear attack, the US and NATO don't stop supplying weapons to Ukraine. On the contrary, the US announced additional weapon supplies to Ukraine.
Actually, the US likes to see Russia use tactical nuclear weapons because, the US thinks, it would make the world blame Russia and make it difficult for China to support Russia. Also, Russian use of tactical nuclear weapons would provide a precedent of use of tactical nuclear weapons, which would help the US to use tactical nuclear weapons against China in case of Taiwan crisis.
