On Monday of last week, I visited the office of Representative Henry Waxman (Democrat - CA) in Rayburn House Office Building in Washington DC and talked with his legislative assistant on renewable energies and national security.
I respect Rep. Waxman very much because he is the most liberal member of the US House of Representatives and tackling global warming most vigorously such as the introduction of a famous Waxman-Markey bill of 2009 which was aiming at the US nationwide cap and trade market.
When I visited his office, I could shake hands and exchanged words with Rep. Waxman. He was glad that I would talk with his legislative assistant on renewable energies.
After Rep. Waxman left for a legislative committee, I asked Rep. Waxman's legislative assistant about the latest situation of US renewable energies. He advised to me that, as the Republicans were the majority in the House of Representative and Democrats were the majority in the Senate, it was difficult to enact a new law that would regulate greenhouse gases and promote renewable energies.
He indicated that, therefore, President Obama was planning to use EPA (Environment Protection Agency) and the existing Clean Air Act to regulate greenhouse gasses. He said that, although House Republicans were trying to block President Obama's plan by introducing a new bill, the Senate Democrats would prevent it from becoming a law.
In turn, I advised to him on the latest situation of Japanese renewable energies. He replied that to know about examples of Japan's spread pf renewable energies was encouraging.
I also, advised to him on the Japan's national security situation especially with regard to the debate on collective self-defense. He replied that he was very interested in Japan's national security.
I advised to him that I would convey the information to the members of the Japanese Parliament that I had contacts.
I really hope that this would be the beginning of cooperation between legislators of the United States and Japan in the area of renewable energies.

先週の月曜日、私は、ワシントンDCの下院レイバーン・ビルディングにある、民主党ヘンリー・ワックスマン下院議員の事務所を訪れ、ワックスマン議員の立法アシスタントの方と、再生可能エネルギーおよび国家安全保障についてお話をしました。
私は、ワックスマン議員をたいへん尊敬しています。彼は、米国下院で最もリベラルな議員であり、連邦レベルでのキャップ・アンド・トレード導入を目指した、ワックスマン・マーキー法案の提出を始め、地球温暖化対策のために精力的に活動しているからです。
事務所を訪れた際、ワックスマン議員と握手し、ご挨拶をすることが出来ました。議員の立法アシスタントの方と、再生可能エネルギーについて話をするとお伝えすると、ワックスマン議員は、とても嬉しそうでした。
ワックスマン議員が委員会室へ向かったあと、私は、議員の立法アシスタントの方に、アメリカ再生可能エネルギーの最新状況について伺いました。彼は、現在、下院では共和党が多数を占め、上院では民主党が多数を占めているため、新しい法律を成立させて、温暖化ガスを規制し、再生可能エネルギーを普及させることは難しいと話しました。
そのため、オバマ大統領は、米国環境保護庁、そして、すでに存在する「The Clean Air Act (大気浄化法) 」を使い、温暖化ガスを規制する計画であるとのことでした。これに対し、下院共和党は、オバマ大統領の計画を妨害するため、新しい法案を提出するだろうけれども、上院の民主党が、その成立を阻むだろうとのことでした。
一方、私からは、日本の再生可能エネルギーの最新状況をお伝えしました。立法アシスタントの方は、日本の再生可能エネルギーの普及例について知ることは励みになるとおっしゃっていました。
また、私から、日本の安全保障、とくに集団的自衛権をめぐる議論について、お伝えしました。彼は、日本の安全保障にたいへん興味があると話していました。
彼に、私がコンタクトのある日本の国会議員の方々に、情報をお伝えしますと話しました。
これが、日本の国会議員とアメリカ連邦議会議員との、再生可能エネルギー分野における協力の始まりにつながることを期待しています。
