Currently, a debate on collective self defense is being conducted between the Japanese government and opposition parties in the Japanese Parliament.
To facilitate the debate, the government has provided several cases that they believe require Japan's adoption of collective self defense.
One of the backdrops of the debate is the changing naval power balance in the Indo-Asia-Pacific region.
On January 15, 2014, Admiral Samuel J. Locklear III, Commander U.S. Pacific Command delivered a speech at the Surface Navy Association Conference in Arlington, Virginia.
During the speech, Admiral Locklear frankly admitted, "Our historic dominance, that most of us in our careers have enjoyed, is diminishing."
Also, he mentioned, "The PACOM goal, my goal, is for China to eventually be a net provider of security, not a net user of security."
His speech provides a good food for thought for Japan's national security debate.
