At the renewable energy halls of Hannover Messe 2014 which was held in Hannover, Germany from April 7th to 11th, a lot of presentations and discussions were provided regarding the latest situations of renewable energies.
One of the most impressive among them was the presentation provided by VDE on the "bankability" of solar plants.
VDE is an acronym for Verband der Elektrotechnik Elektronik Informationstechnik e.V., meaning German Association for Electrical, Electronic and Information Technologies.
VDE's Testing & Certification Institute is a globally recognized certification body. It is impartial, trusted, and non-profit.
During the presentation, it was advised that VDE has just launched certification on the bankability of solar plants. This is the first time that such comprehensive certification is provided at the solar plant level.
Japan introduced Feed-in Tariff two years ago. And, many businesses had applied for Feed-in Tariff for their solar installations and had received approval from the government. However, many of them could not procure money and therefore can not start installations even today because Japanese banks and other financial institutions don't know how to evaluate the bankability of solar plants.
Bankers are very conservative and very careful. They don't want to enter a new area even if Feed-in Tariff guarantees secure and stable profit for solar installations.
Therefore, German experiences are very important. Germany started Feed-in Tariff 10 years earlier than Japan. They have lots of experiences on financing solar plants. And, based upon German experiences, VDE has formulated a systematic and practical system of evaluating the bankability of solar plants. This is exactly what Japan needs.
VDE has lots of experiences in evaluating technical performance of large scale solar plants, the majority of which are more than 1MW and some of them are more than 25MW.
VDE already opened an office in Osaka, Japan. I really hope that VDE's certification on the bankability of solar plants would very much facilitate construction of large scale solar plants in Japan, which will further reduce the installation cost of solar panels.

VDEのプレゼンテーションにおいて、彼らが、太陽光発電プラントの融資適格性認証を開始したことが報告されました。太陽光発電プラント全体の包括的な認証が提供されるのは、初めてのことです。
日本では、2年前に、固定価格買取制度が導入され、すでに多くの企業が固定価格買取の申請を行ない、政府から許可を得ました。しかしながら、今日に至っても、その多くが資金の調達に苦しみ、太陽光発電プラントの建設に着手出来ていない状況です。その最大の原因は、銀行など、日本の金融機関が太陽光発電プラントの融資適格性を評価することが出来ないことです。
銀行家は、きわめて保守的で、たいへんに慎重です。固定価格買取制度が、太陽光発電プラントに確実かつ安定的な利益を保証しているにもかかわらず、彼らは、新しい分野での融資に、二の足を踏んでいます。
であるからこそ、ドイツの経験がきわめて重要となります。ドイツでは、日本より10年早く固定価格買取制度が導入されました。彼らは、太陽光発電プラントへの融資に関し、たいへん豊富な経験を有しています。そのドイツにおける経験に基づき、VDEが、体系的かつ実際的な、太陽光発電プラントの融資適格性審査を生み出しました。これこそ、日本が必要としているものです。
VDEは、大規模太陽光発電プラントの性能評価において、豊富な経験を有しています。彼らが手がけた性能評価の大多数が1メガワットを超える大規模太陽光発電プラントに関するものであり、中には25メガワットを超える太陽光発電プラントもあります。
VDEは、すでに日本の大阪に事務所を設けています。私は、VDEの太陽光発電プラントの融資適格性認証が、日本における大規模太陽光発電プラントの建設を大幅に促進するものと期待しています。それは、太陽電池パネルの設置コストをさらに引き下げることにつながります。
