The 5th meeting of the Kanagawa solar project study group of the Kanagawa prefectural government of Japan was held on August 3, 2011.
First, the meeting discussed about installations of solar panels to apartment buildings.
Officials of the Kanagawa government reported that a majority of households of the Kanagawa prefecture consists of those in apartment buildings. Therefore, to facilitate installations of solar panels in apartment buildings is important.
Officials of the Kanagawa government also said that apartment buildings for rent are easier to install solar panels because one owner of each building can make a decision by himself. On the other hand, apartment buildings comprising of many owners of each households are difficult to install solar panels because it is very difficult for a large number of owners to reach agreement.
Then, the discussions proceeded to utility scale solar power plants.
Mr. Murasawa, chairman of the study group, made a comment that, by applying the buying power of the big bulk of orders of the kanagawa solar bank, lower cost of installations of solar panels can be achieved even in the case of utility scale solar power plants.
Mr. Murasawa also mentioned that prices of support structures for solar panels are expected to be reduced by using simple methods such as pile-driving.
The 6th meeting is expected to be held in late August or beginning of September. The 6th meeting will include hearing from private companies and as such will be closed to the public.

8月3日に、第5回神奈川ソーラープロジェクト研究会が開催されました。
研究会では、まず共同住宅へのソーラーパネルの設置促進について議論が行われました。
神奈川県事務局から、神奈川県では、県内の住宅戸数の過半数を共同住宅が占めること。したがって、共同住宅へのソーラーパネルの設置促進が重要であることが報告されました。
そして、共同住宅に関しては、賃貸用の共同住宅がオーナー単独の決定でソーラーパネルの設置が出来、設置が容易であるのに対し、分譲用の共同住宅は、多数の所有者の間の合意が難しく、ソーラーパネルの設置が難しいと説明がありました。
次に議論は、メガソーラーに移りました。
研究会会長の村沢さんから、メガソーラーに関しても、神奈川ソーラーバンクが大口の発注を行うことにより、コスト低減が実現されうるとの発言がありました。
また、村沢会長は、ソーラーパネルの架台についても、杭打ち方式など、シンプルな構造を採用することにより、コスト低減が期待されるとの指摘がありました。
次回、第6回研究会は、8月下旬ないし9月上旬に開催される予定です。なお、次回研究会では、民間企業からのヒアリングが行われるため、非公開になる予定です。
