The 4th meeting of the Kanagawa solar project study group of the Kanagawa prefectural government of Japan was held on July 22, 2011.
In addition to the Kanagawa solar bank, installations of solar panels on the governmental facilities and promotion of utility scale solar power plants were discussed at the meeting.
During the discussions, Mr. Murasawa, chairman of the study group, pointed out the fact that the difference between the amount of electricity generated by solar panels that are placed horizontally and the amount of electricity generated by inclined solar panels facing the southward is not as large as conventionally thought.
Horizontally placed solar panels generate 61.58 kWh/m2・year.
Inclined solar panels facing the southward generate 67.22 kWh/m2・year.
Horizontally placed solar panels has some advantages. Their installation costs are less expensive. Horizontal spaces can be found more readily than inclined spaces facing the southward. These advantages facilitate installations of solar panels.
Also, it was reported by the Kanagawa government officials that the Kanagawa government is planning to submit an application to the central government so that the comprehensive special zone will be admitted for the purpose of promoting renewable energies and electric vehicles.
In addition, the Kanagawa government is planning to demand to the central government a number of legislative changes including gross feed-in tariff for residential rooftop solar systems and a longer purchase term of feed-in tariff.

６月２２日に、第４回神奈川ソーラープロジェクト研究会が開催されました。
研究会では、神奈川ソーラーバンクとともに、県の施設への太陽電池パネルの設置およびメガソーラーについて審議が行なわれました。
審議において、研究会会長の村沢さんから、水平に設置されたソーラーパネルは、南向きに傾斜を持って設置されたソーラーパネルと比べ、発電量において、それほど大きく劣っているわけではないという調査結果が指摘されました。
水平に設置されたソーラーパネルは、61.58 kWh/m2・年 発電します。
南向きに傾斜を持って設置されたソーラーパネルは、67.22 kWh/m2・年 発電します。
水平に設置されたソーラーパネルには、いくつかの利点があります。まず設置費用が低く抑えられます。また、水平な設置スペースは、南向きの傾斜スペースよりも、より多く見出すことが可能です。これらの利点は、ソーラーパネルの設置を促進します。
また、神奈川県事務局から、神奈川県政府から中央政府に対し、再生可能エネルギーと電気自動車の振興を目的とする経済特区の指定申請を行なう方針が示されました。
さらに、中央政府に対し、住宅用太陽光発電に関する全量買取制度の導入および固定価格買取期間の延長を提案をしていくという方針が示されました。
