The 2nd meeting of the Kanagawa solar project study group of the Kanagawa prefectural government of Japan was held on June 9, 2011.
Some members of the study group expressed pessimistic views on the possibility of the enactment of FiT for total purchase.
Then, Governor Kuroiwa made a powerful remark. “The earthquake of March 11 changed the situation completely. This is an emergent situation. Every policy measures including FiT for total purchase should be mobilized so as to promote renewable energies.”
Mr. Murasawa, chairman of the study group, made a comment. “Secondary batteries for household use have only 2 - 3 KW capacity. But, secondary batteries equipped in EVs have capacity of as much as 16 - 24KW. We should make most of them.”
Governor Kuroiwa made a remark. “We need to design and bring about a new society where solar power systems, secondary batteries and EVs are combined together.”
Some members made remarks on the possibility of large solar power plants at corporate facilities and factories.
Mr. Murasawa made a comment. “We would like to use buying power of big bulk orders of the Kanagawa solar bank. I understand that present market price of solar power system is around 600 thousands yen per KW. We would like to reduce it to 400 thousands yen (200 thousands yen for solar panels and 200 thousands yen for installation works). Also, we would like to examine international tenders.”

６月９日に、第２回神奈川ソーラープロジェクト研究会が開催されました。
研究会では、一部委員から全量買取制度の法制化見通しに関し悲観的な意見が示されました。
その際、黒岩知事がマイクを取り、「３・１１の大震災以降、状況は大きく変わった。まさに現在は緊急事態。全量買取制度を含む政策手段を総動員して、再生可能エネルギーの普及を進める必要がある。」とのきわめて力強いご発言がありました。
また、研究会会長の村沢さんが、「家庭用蓄電池の容量は２～３KWであるのに対し、EVの蓄電池は、１台で１６～２４KWもの容量がある。これを活かしたい。」とコメントしたのを受け、黒岩知事から、「太陽光発電と蓄電池、EVを結びつけた新しい社会システムを生み出して行く必要がある。」とのご発言がありました。
その後、委員からは、企業や工場施設におけるメガソーラー設置の可能性に関する発言がありました。
さらに、研究会会長の村沢さんから、「神奈川ソーラーバンクでは、大口発注の強みを活かしたい。現在、太陽光発電システムは、１KW当り相場６０万円だが、これを１KW当り４０万円（太陽電池パネル１KW当り２０万円、設置工事費１KW当り２０万円）に持って行きたい。国際入札も検討したい。」とのコメントがありました。
