Fallon (Ret.), former Commander, U.S. Pacific Command and Central Command, made a speech in May 2010 at the press conference on the energy legislation introduced by Senators Kerry and Lieberman, emphasizing the importance of tackling global warming and establishing energy independence.
He recognized that global warming and climate change as one of the largest threats to the national security as they would bring about shortage of water and decrease of arable lands that would lead to a large number of refugees and intensifying confrontation among nations.
