→ litigation(訴訟)と関連がありそうな言葉です。正確には「訴訟好きな」となるようです。

Such lack of information leads to bluffing and then to major abuse of power.
→これはちょっと思いつきませんでしたが、bluffが動名詞として使われているケースです。"bluff"というのは日本語に訳しにくいですが、「はったりをかける（だます）」といった意味でしょうか。

→個人や家族の財産が"線上にある"ということですが、線上⇒ギリギリという意味が生じます。「危険にさらされて」という意味になります。be at riskが同義でしょうか。
be on the line: something important is on the line, there is a risk that you might lose it or something bad could happen to it(by LDCE)
