(1) carte blanche
Many CEOs believe that they have (carte blanche) to do whatever they wish with it.
→ 難しい単語ですが、「それを持っていれば何でもできるもの」といえば、「白紙委任状」です。下記のとおり、
不可算名詞です。

(2) rottenness, cavalier
The (rottenness) at the core of much present capitalism does not relate to the structure itself but rather to the (cavalier) way in which it is operated.
→ rottennessは"The rotten apple injures its neighbor." (腐ったりんごの喩え)のrottenの名詞形です。「腐敗・堕落」という意味になります。
cavalierは初見の単語でしたが、どうも否定的な意味で使われているようです。「尊大な」という意味のようです。
cavalier: not caring enough about something important or about the feelings of other people(by OALD)
(3) echelon
Delegation of authority, or “empowerment,” means surrendering central control of certain business decisions to lower (echelons)-to the individuals who are closest to day-to-day operations.
→ delegation や empowerment の意味が「権限をより低い"何か"に委譲する」ということで、答えは「階層」となります。
echelon: a rank or position of authority in an organization or a society (by OALD)
なお上記の文中にもある"surrender"は「降伏する」と覚えていましたが、「（しぶしぶ）引き渡す」という意味があることが分かりました。これは、writingでも使えそうです。なお、同様の意味を句動詞で表わすと"give up"、硬い言葉ですと"relinquish"となるでしょうか。
