2054年のワシントンD.C.。殺人予知システムのおかげで、殺人事件の存在しない社会。ところが犯罪予防局の犯罪取締チームの主任、ジョン・アンダートン（トム・クルーズ）が、システムにより殺人事件の第一容疑者に挙げられてしまう。彼は自分が事件を起こすことになる36時間後までに、真実を暴かねばならなくなった。ライバルのダニー・ウィットワー（コリン・ファレル）率いる元部下たちの執拗な追跡をかわしながら、都市の探知網をかいくぐって逃げるアンダートン。そして彼は、殺人予知システムを考案したアイリス・ハイネマン博士（ロイス・スミス）から、冤罪のケースがあり得ることを知る。プリコグと呼ばれる予知能力者3人のビジョンが一致しない時、少数報告の方は棄却されてしまうのだ。アンダートンはプリコグの女性アガサ（サマンサ・モートン）を連れ出し、彼女のオリジナル・リポートをダウンロードしようとする。やがて真の犯人が、アンダートンの父親的存在である局長ラマー・バージェス（マックス・フォン・シドー）だと判明。彼は自殺し、犯罪予防システムは廃止。アンダートンは、別居していた妻ララ（キャサリン・モリス）とヨリを戻し、妊娠した彼女と新しい生活を始めるのだった。

Minority Report is a 2002 American neo-noir science fiction film directed by Steven Spielberg and loosely based on the short story "The Minority Report" by Philip K. Dick. It is set primarily in Washington, D.C., and Northern Virginia in the year 2054, where PreCrime, a specialized police department, apprehends criminals based on foreknowledge provided by three psychics called "precogs". The cast includes Tom Cruise as Chief of PreCrime John Anderton, Colin Farrell as Department of Justice agent Danny Witwer, Samantha Morton as the senior precog Agatha, and Max von Sydow as Anderton's superior Lamar Burgess. The film combines elements of tech noir, whodunit, thriller and science fiction genres, as well as a traditional chase film, as the main protagonist is accused of a crime he has not committed and becomes a fugitive. Spielberg has characterized the story as "fifty percent character and fifty percent very complicated storytelling with layers and layers of murder mystery and plot". The film's central theme is the question of free will versus determinism. It examines whether free will can exist if the future is set and known in advance. Other themes include the role of preventive government in protecting its citizenry, the role of media in a future state where technological advancements make its presence nearly boundless, the potential legality of an infallible prosecutor, and Spielberg's repeated theme of broken families.
