Back ground


The difference between Refugees and Internally displaced parsons.



Refugeespeople who are outside the country of their nationality because of fear of being oppressed.


Internally displaced parsons (=IDPs)the most weakness people who not pass an international border to find sanctuary but they have left inside their home countries.



The difference between refugees and IDPs is OUTSIDE border or INSIDE border.





International Law of refugees and IDPs



Refugees are protected by international law such as “The Convention Relating to the States of Refugees”


IDPs are not protected by any international law.


however


In the 1990s the problem about IDPs was argued.

The starting point of argument about protecting IDPs is Gulf War in 1991.

There were Kurdish people who were persecuted by Iraq and revolt against Iraq. However, Kurdish people were defeated by the force of Iraq, so they tried to escape to inside Iraq as IDPs. There was not any way of helping for them.

The serious situation of IDPs as Kurdish people was conveyed by media of the world, so many people were shocked by this problem of IDPs.


The problem of protecting IDPs has been argued.


Now even there is no international law of IDPs, IDPs are protected by “Guiding Principles on Internal Displacement”.
