A1. It means that to help the people who are really suffer from something.

A2 It is euthanasia.

A3. I think he agree with euthanasia. The reason is he said that "taking euthanasia seriously is consistent - in the final analysis- with rejecting it as a legitimate expression of mercy and compassion". Therefore, his opinion is that euthanasia should be considerd seriously as the way of helping suffering people.
Summary - Historical Comments -
The advocacy of euthanasia existed in the ancient world. However, many Christian disagree with euthanasia because their belief is that euthanasia is murder. In addittion to, by teaching of the Christian church the sympathy for belief that euthanasia eisted in the ancient world. On the other hand, there were some people who agreed with euthanasia even if they were Christian. Despite this history, euthanasia is consistent with Christian belief.
