Pilons have elevator to the special pedestrian area ( Underneath of Motorways) and you march to Odaiba. Another free spot is Tokyo Cityhall towers in Shinjyuku. Both North and South Towers you can go up totally free of charge. In Odaiba there are some nice tourist spots, but funniest for foreign tourists is maybe Oedo Onsen. It is a kind of fun park Onsen(Hotspring) public bathing space with 200 years time slip, everyone around you were wearing however Edo ara costumes. One can also sleep in Oedo Onsen, eat something, make party and even one can bath with your dog. If yo dont like to walk to Odaiba, then you take either a river bus from Hinode Sanbashi or Yurikamome Line and Rinkai Line to get there.
