This could be tentative - the third Ryusei no Rockman game had a pair of covers that were overly simplified with the bars at the bottom for some time, before the final boxart was revealed. Still, given the typical AA style of this, it's likely this is the final cover, just with the bars added for the site's marketing.

He resembles Tigre a LOT. But I think that's because both of them were created as Phoenix foils. The spiky hair, the mythical designs - Tigre even owns a frilly coat like that (though in a different color >.>) and in one of his concept sketches he's got the "wing" look to his hair that Rou ended up with:
Honestly I'm not all that impressed with him yet, but hopefully his personality will really distinguish him.

Phoenix wasn't on the AJ cover either. ^^ Edgeoworth was on the JFA cover despite the fact that he's only in one case. And Maya's on T&T even if she, arguably, doesn't play as much of a role. (Although that's kinda a lie). Franziska's got to be important.

成歩堂もまた逆転裁判4のジャケットに居ませんでした。御剣は2作目のジャケットに居ましたがたった1つのエピソードしか登場しませんでした。そして真宵は3作目のジャケットに居ますが大した役割ではありません（ちょっと嘘）。冥はきっと重要な役割でしょう。
というわけで、上の掲示板では冥人気と優木人気がハンパねぇ感じです。
「イトノコ、ジャケットに初登場おめでとう！」なんて書き込みはありません。ｗ
美雲にもほとんど触れられていない‥‥。
冥はともかく、まだどんなキャラかよくわからん優木検事が、どうしてこんなに人気なのか‥‥ｗ
まだ情報が少ない頃に、最初に敵対する検事と発表されたので、逆転検事における御剣のライバルキャラ（つまり重要キャラ）と思われていたんでしょうかね。
ちなみに同じ掲示板で、優木検事トピックはかなり伸びていたりします。
