I think they can stop saying partial failure. When the width of the channel flowing around your dam is nearly the same width of the dam itself - there is nothing "partial" about it. It's failed.
部分的な決壊という言い方はやめてもいいと思う。 ダムの周囲を流れる水路の幅が、ダム自体の幅とほぼ同じになったとき、「部分的」なんてことはない。決壊だ。
