動画の現象が地震の前兆というわけではなく、こういう珍しい現象があった後、
地震が起きたということですね。
最近は、地震が水素爆発（核融合）による説もあり、発光現象もあながち・・・
データを調べるとと、前兆現象として様々な異変があったと聞きます。（結果論）
それで予測ができれば良いのですが・・・

At 0:39, you can see a bright blue light iluminating the sky.
These lights were seen all over lima and other colors seen
were orange, yellow, grey, blue and green.
We have to keep in mind that in Lima there have never been
any thunderlights and no explosions from
electrical power supplies were reported in fact the light
originated from the west of Lima, the sea.

激しい揺れが３分、死者５４０人
２００７年８月１５日１８時４１分（日本時間８時４１分）ごろ、ペルーで強い地震が発生。
震源地は首都リマの南南東１４５キロ、震源の深さは４１Km、
地震の規模を示すマグニチュードは８．０（米国地質調査所）。
１説によると二つのプレートが短時間に連続して動いた双子地震ともいわれている。

双子地震だと、阪神・淡路大震災と同じですね。
