ある日、隣国の領主が再度、香取の地に攻め入る準備を整えているという情報がもたらされました。 その侍は、香取の地の領主に必ず、また、攻め入ってくるので間者を増やし様子を窺うように進言していたのです。 その侍は、急ぎ、香取の地の領主に面会し、”戦さは望むところ、ただし、両国の田植えが終わった後にする”という条件を添えて宣戦布告するように申し出ました。 宣戦布告書を見た隣国の領主は激怒し、今すぐ攻めよという布告を出そうとしたところ、重臣達が躊躇しました。 重臣達のもとには百姓連中からが田植え後にしてほしいと要望書が多く届いておりました。 その侍は間者を通して、香取の地の領主が”戦さは田植え後”という条件を出したという情報を隣国の百姓に流したのです。
田植えが終わり、また、香取の地の領主から宣戦布告書が届けられました。 そこには、”戦さは麦の播種後に”と書かれておりました。 隣国の領主は激怒し、今すぐ攻めよと命じましたが、また、重臣達が躊躇しました。 兵となる百姓が、香取の地の領主が”戦さは麦の播種後”という申し入れをしたことを知り、出兵に応じなかったからです。
次の宣戦布告書には”豆の播種後”と書かれており、その次は”稲刈り後”、次は”麦刈り後”、”豆の収穫後”と書かれておりました。 どこの百姓、民であれ戦さを決して望みません。結局、戦さは行われずに、両国に豊作がもたらされました。 両国の領主は、戦いにより隣国を奪って富を得るより、平和による民の労働から富を得るほうが得策であることを知りました。
現在、北朝鮮と米国が舌戦を繰り返しております。 大変危険な状況です。 天真正伝香取神道流流祖飯篠長威斎家直公は、熊笹の対座の教えの中で”知恵を活かして戦争（衝突）を回避すること”の重要性を唱えております。 核による抑止力も戦争を回避する知恵の1つ、集団的自衛権をもって徒党を組むのも知恵の1つ、無抵抗主義（戦争放棄）を遂行するのも1つです。 その知恵の中からベストを選ぶのは民です。 その選択の結果は民に帰ってきます。 戦争を回避する賢い選択をしたいものです。
