It is the famous 15 Puzzle game!
Notice It is what it advertises, though it does allow you to use pictures from your iPhone, which is a fun feature. The only thing holding it back is the amount of ads it has, which can be removed for a dollar, but even then I sometimes accidentally open one because of how close the puzzle gets to them. A good app regardless
