Procurement (GPA), to which both countries are a party.
Covers the purchases of more than 50 Korean central government
entities, nine more than are covered under the GPA.
The United States added one more entity than it covers
under the GPA (the Social Security Administration).

自分も翻訳しながら、「アメは何言ってるんだ？」と
思ったわけなんですけど、この辺はものすごく
噛み砕いて説明しようかなと思います。
しかし、よくこんな専門的なものを
素人が読んでるなと思いますけどｗｗｗ
まずは環境保護に関してですが、
これは「貿易やビジネスなどにおいて、
しっかりとした規則に基づいて
法律を遵守しなさい」ということが書いてあるんです。
これだけ見ると、日本人の感覚としては
「何だ、当たり前のことじゃん」と思うわけなんですが、
韓国からすると「アイゴー、ウリたちはルールで
がんじがらめに縛られたニダー
」と
叫びたくなるような内容なんですねｗ
これはビジネスや国際的な会議などにおける
韓国の態度を見るとすぐに分かりますｗ

海外に出たことのある人なら韓国に限らず、
外国人でも約束を守る観念が
薄いっていうのは分かると思うんです。
まあ日本人が世界的な点で見れば、
世界一と言っていいほど、約束をしっかり守る民族だという(ry
長くなるから止めておきましょうｗ
ですから、欧米においてはこの米韓FTAのような
「契約」を作ることにより、法律を遵守するという
社会になっているんですが、約束も法律も守らない
韓国にとってはあまりにもキツイ状況なわけですｗ
アメはよく計算した上で退路を塞いでますよｗｗｗ
次に政府調達（公共投資）に関する部分ですが、
これがまた韓国にはキツイんですよ～ｗ

記事を読んだ方にはすぐ分かるかもしれませんが、
実はこれって、「公共事業の入札がアメリカの業者にも
適用され、お金が韓国に落ちなくなる」ということになるんです。

米韓FTAを結ぶ前までは、アメリカの業者が
韓国の公共事業に入札することはできなかったんです。
しかしながら、この協定を結んだことにより、
「韓国政府が公共事業費として出したお金が
アメリカの儲けになる」という図式ができてしまったんですね。
これは恐ろしいことですよ～
自分が「アメリカが米韓FTAで
韓国を経済植民地にした」と繰り返し
言っている理由がこれだけで分かるかなと。
