Non-smoking people are increasing all over the world. As I do not smoke, it is very good thing... 
There are still so many smokers in Japan, and they are heavy smoker as well... 
Not many public places allow smoking nowadays in Europe. And also, the taxation on tobacco or cigarette is super high. Therefore, smokers’ number is decreasing automatically... 
Japanese government is struggling to collect money from the public, so that they are even considering to force exercising higher rate of consumer tax... 
If smokers’ number is decreasing, they will have a big problem, as cigarette tax in Japan is very important revenue for the government... 
Health wise, the government has to encourage the public to stop smoking, however, economic wise, they need to encourage the public to smoke more, well..., secretly...
