第２次世界大戦が終わり、人々はふたたび戦争を起こしてならないと考えはしますが、なかなか実現しない。そんな時、動物たちは弱い立場の子どもたちを守るために平和な世界を作ろうと、平和会議を行おうと決心します。ライオンのアーロイス、象のオスカル、キリンのレーオポルドが中心になって、世界中の動物たちに「動物ビル」に集合せよと通信します。人間たちがケープタウンで国際会議をしているあいだ、動物たちも「動物会議」をしました。動物たちは、どうすれば人間たちに戦争をさせないですむのかを話し合います。人間たちの会議では書類ばかり作って、大切なことはすすみません。そこで無数のネズミたちが会議場に押しかけ書類をずたずたにしてしまう。軍人の軍服がなくなればいい、と考えた動物たちは、布を食べる蛾に頼んで、すべての軍服・制服を食べつくしてもらおうとします。しかし、そんなことでは人間たちはへこたれません。そこで動物たちは考えます。人間の法律「ダメな親からは親の資格をとり上げることができる」、これを使って動物たちは…… ある日、子どもたちの姿がこつぜんと消えてしまいます。動物たちは、「子どもたちを返してほしければ、人間たちは戦争をやめろ」と主張します。
ドイツのケストナーの名作絵本「動物会議」、初版は1949年。日本での初版は1999年です。
いまだに戦争をくりかえす指導者たち、実現しない軍縮……世界はどうなっていくのか？ 動物たちは今何を思っているのだろう。
