《[whether or not to + 動詞]の型で「~するかしないか」》ですが whether と or not の間にフレーズを入れると「〇〇をする、しないに関わらず」というニュアンスが含まれ、その行動をしなければならない強制の意味にもなります。

人やモノが「つまらない」と説明するときに使います。 This movie is boring.で「この映画が周りを退屈にさせる」つまり「この映画はつまらない」という言い回しになります。
また bored は「退屈した/つまらない/うんざりした」という意味で「私が(人やモノに)退屈にさせられている」=「私はつまらない」と自分がつまらないと感じたり、退屈と感じたことを言うときに使える言い回しで I am bored.「私は、退屈している。」のような使い方になります。逆に I am boring.と言ってしまうと「私は(相手を)退屈にさせる」となるので「私はつまらない人間だ」となるので注意が必要です。
