I'm not sure about that.：それについては、よくわかりません。
I'm not so sure about that. は直訳すると「私はそれについて確信していない」です。sure は「確信している／自信がある」と言う意味の形容詞なので I'm not sure のみで「確実ではない／確信がない」つまり「分かりかねます」や「どうでしょう」というニュアンスの意味になります。
I'm sorry, I'm not sure. と言えば、「すみません、分かりません」という丁寧で柔らかい言い回しになります。相手に褒められて、照れ隠しで使うこともできます。I'm not entirely sureで「よくは分からない」となります。
