最近の嫌なできごとといえば、熊本県の路木ダム
熊本県の報告書を読んだが、疑問はぬぐいきれない。
なぜ、中止できないんだろうと思っていたんだが、報告書を読んでよくわかった。

財政的観点から検証した結果、現時点でダムによらない治水対策へ転換する場合、２つの課題が生じます。ひとつは、補助金の返納の問題です。これまでに県が 執行した事業費約３１億円のうち、国費相当分１５億５千万円の補助金を返納しなければなりません。これは、治水としてのダムを中止したことによる返納です から、今後、路木川において、治水対策を全く行わない場合にも、必ず返却しなければなりません。そしてこの額は、このまま事業を継続した場合の県の実負担 額約１１億円よりも大きい額となるのです。
環境被害についても、流れ込む海について触れられているが、
ダムとなってしまう上流河川の環境はかんがえないのだろうか？
日本の唯一の資源である「水」と「木」を壊してまで、続ける理由があるのかどうか？
人間は1年後の10万円より、明日の1万円を欲しがるというからしょうがないのかもね。
