I would like to offer my opinion on this matter.
The United States always needs external enemies to distract it from its glorified, fictional founding history and the deception of its national raison d'etre. The USA has been making and will make external enemies forever.
The United States, an artificial nation with no natural centripetal force a priori, pretends to be the world's policeman, the guardian of freedom & the evangelist of democracy, making it the nation's raison d'être & using as a centripetal force. To do this, the USA needs the enemies for them(:security, order, freedom, democracy) outside the country.
米国という国は、美化された作り話の建国史や、国家の存在理由の欺瞞を直視せず、目を逸らす為に、外の敵を必要としている。それ故に、米国は、常に、外の敵を創作してきたし、これからも永遠に創作し続ける。
人工国家であるが故に 生来の 国家の求心力がない米国は、「世界の警察官」「自由の守護神」「民主主義の伝道師」などを勝手に僭称し、それでもって国家の存在理由とし、また、国家の求心力の源としてきた。そして、そう僭称し続ける為に、それら（：安全保障・世界秩序・自由・民主主義）の「敵」となるものを、国の外に創作して、それらと戦う、戦い続ける、ということをしてきたし、これからもそうするだろう。
